Associate Vice President for Audit Services and Institute Compliance

December 01, 2025

To: The Campus Community
From:  Charles E. Lane, Vice President and Chief Operating Officer

I am pleased to inform you that, following a comprehensive national search, Tye Welch has been selected as the next Associate Vice President for Audit Services and Institute Compliance (ASIC). Tye takes over the position which was held by Pam Koyzis from 2006 until her retirement in 2025.

Tye, who joined Caltech in 2001, brings extensive experience in compliance and audit leadership, regulatory oversight, and workplace integrity. Since 2017, Tye has served as senior director of compliance. In this role, he partnered with senior leadership on campus and at JPL to ensure that ethics and compliance remain an integral part of Institute culture and to meet the intent of extensive federal compliance guidelines. Since October, he has served as the Interim Associate Vice President for ASIC.

As an associate vice president, Tye will ensure that the Institute's audit, compliance, and risk management practice continues to reflect the highest standards of accountability and ethical responsibility and that the office ensures that the Trustee Audit, Compliance, and Risk Committee is properly supported in fulfilling its charge. With the support of ASIC staff, Tye will direct the annual internal audit and compliance plans along with numerous advisory projects. He will also facilitate the Institute's enterprise risk management program, which monitors operational, compliance, strategic, and cybersecurity risks. Importantly, Tye will serve as a trusted advisor to all levels of personnel at the Institute.

Tye's career spans both the for-profit and non-profit sectors. Prior to Caltech, he worked for the Lockheed Martin Corporation in supervisory and senior auditor roles for eight years and with MSE Environmental, Inc. and Envirologic Data as an environmental health scientist for a combined five years. Tye holds both bachelor's and master's degrees in environmental and occupational health from California State University, Northridge and a master's degree in business administration from the University of Redlands.

Please join me in congratulating Tye on his selection as Caltech's associate vice president for Audit Services and Institute Compliance.
