USGS SEES (StepUp! Employee Empowerment Strategies)
Bystanders are individuals who observe harassment first-hand or who are later informed of the
incident. There are two classes of bystanders, "passive" bystanders who take no action and
"active" bystanders who take action to prevent or reduce harm to the harassment victim.
USGS SEES is a prosocial behavior and bystander intervention program that educates people to
be proactive in helping other

The goals of USGS SEES are to:
● Raise awareness of barriers to helping
● Raise awareness of helping behaviors
● Increase motivation to help
● Develop skills and confidence when responding to problems or concerns
● Ensure the safety and well-being of self and others
