The absence of global symmetries and the presence of a complete charge spectrum are two basic kinematic constraints we believe hold in any theory of quantum gravity. In this talk, we clarify the formal relationship between these two conjectures, both within the context of effective field theory, and in quantum gravity. In order to obtain a precise match in effective field theory, we must broaden our notion of symmetry to include non-invertible topological operators. However, in gravity, the connection between familiar symmetries and completeness is restored, as a result of charged gravitational solitons.
