Ever wonder what a continuing resolution is? Why does the President create a budget? How long does it take for Congress to pass a budget? What does last year's shake-up in the United States Congress mean for NASA and JPL? Join Rich O'Toole as he addresses these and many other questions about NASA's and JPL's budgets. Along the way, Rich will also cover related topics like how California and other states win or lose in the federal research and technology budget.

Rich is the manager of JPL's Office of Legislative Affairs. In this position, he establishes and maintains all JPL contacts with Congress, the White House, and other government agencies. Over the years, Rich has provided insightful analysis of major trends. Rich joined the Laboratory in 1975 as an economist to work on the viability of energy systems. As the civil programs work waned, he applied his skills to our space activities and became manager of the Systems Analysis Section. In 1988, he became manager of the Office of Legislative Affairs.
