A short proof of l^2 decoupling for the parabola

We give a short proof of l^2 decoupling for the parabola inspired by efficient congruencing in two dimensions. Making this proof quantitative allows us to match a bound obtained by Bourgain for the discrete Fourier restriction problem in two dimensions without resorting to using the divisor bound. Time permitting we will briefly mention the relation between this proof, efficient congruencing, and the Bourgain-Demeter proof of decoupling.
