NASA is a small piece of the federal budget issue, but its budget is tied to the overall outcome. Rich O Toole will discuss various scenarios of how this process could play out and the implications for JPL. In addition, Rich will talk about the changing political balance in Congress and what that implies for JPL s future. Along the way, he will also cover related topics such as how California and other states win or lose in the federal research and technology budget.

As the manager of JPL s Office of Legislative Affairs, Rich establishes and maintains all JPL contacts with Congress, the White House, and other government agencies. Over the years, he has provided insightful analysis of major trends. Rich joined the Laboratory in 1975 as an economist to work on the viability of energy systems. As the civil programs work waned, he applied his skills to space activities and became manager of the Systems Analysis Section. In 1988, he became manager of the Office of Legislative Affairs.
